Sarolea
Sarolea was a Belgian motorcycle brand from Herstal (close to Liege) that built motorcycles and mopeds from 1900 until 1960. Recently the name has been used again for an electric racing motorcycle that is amongst others used on the Isle of Man.
Ad van Tiel has a post label of the factory with stamps on the back side, canceled in 1946:
Probably this label has been used to ship parts to a customer.
Further Ad has a freight letter for shipment of parts per train, with special train stamps on it:
